Johnny Gilbert provides enterprise leadership for United Educators’ (UE’s) insurance and risk strategy, overseeing the organization’s approach to underwriting, actuarial analysis, and enterprise risk management. He also guides the strategic direction of UE’s underwriting function, including underwriting guidelines, applications, policy language, research, and development of new insurance products.
Johnny is responsible for UE’s reinsurance strategy and purchasing, ensuring the organization’s risk transfer program remains aligned with underwriting performance, capital considerations, and long-term program stability.
He also leads UE’s enterprise risk management (ERM) efforts, including risk monitoring and capital modeling. Through this work, he provides quantitative and qualitative analysis and recommendations for managing the risks UE faces.
Johnny’s team supports the organization through pricing analytics, advanced data science, machine learning, and enterprise risk analysis. The actuarial and data science teams, led operationally by Acting Chief Actuary Laura Hemmer, report through him.
Johnny joined UE in 2010 and became a vice president in 2017.
He previously worked in actuarial roles for Geico and as a business analyst for Health Management Systems.
Johnny holds a bachelor of arts in mathematics from the University of North Carolina at Chapel Hill and a master of business administration from American University. He is a Fellow of the Casualty Actuarial Society (FCAS), a Member of the American Academy of Actuaries (MAAA), and holds the Chartered Enterprise Risk Analyst (CERA) and Associate in Reinsurance (ARe) designations.
In addition to his role at UE, Johnny serves as a Director for AMHIC, a self-governing health insurance collective. He also volunteers as a Trustee on the Board of The Actuarial Foundation, where he serves as Vice Chair of the Risk Management Committee.
Johnny and his husband have two sons and a pet Pomeranian. He and his family are known for their elaborate annual Halloween displays.
