United Educators Names Richard G. Mills President and CEO
Bethesda, Md., Aug. 9, 2023 — United Educators Insurance (UE), a reciprocal risk retention group serving K-12 schools, colleges, and universities, named Richard G. Mills, Jr. UE’s President and CEO, as of Sept. 1, 2023.
UE Board of Subscribers Chair Morgan R. Olsen announced the news, saying, “Rick is the perfect fit for UE. His combination of educational leadership experience, financial acumen and risk management knowledge will help ensure our continued success as the preeminent provider of insurance and risk management services to education.”
Rick will join UE after having served as Dartmouth College’s Executive Vice President for Administration since 2013. He was the chief administrative, business, and operating officer overseeing all aspects of the university's financial, administrative, human resources, and campus services functions.

Previously he was Executive Dean for Administration at Harvard University’s Medical School. There he also served on the committee on risk management, the boards of Harvard University Library and Harvard Clinical Research Institute, and the underwriting subcommittee of the board for CRICO, the university's captive malpractice insurance company, which insures most Harvard-affiliated practicing physicians.
Before joining Harvard Medical School in 2005, Rick worked as a litigation attorney, a principal in strategic consulting, and senior staff counsel for the Massachusetts Water Resources Authority. He received a Bachelor of Arts in history from Hamilton College and a law degree from Boston University.
Rick’s appointment follows the retirement of Janice M. Abraham, who served as UE’s President and CEO since 1998.
